H.E.A.R.T., Inc. is a small nonprofit clinic with limited appointment capacity. Our mission is to reduce shelter intake and euthanasia by increasing access to veterinary care for pet owners who otherwise could not afford it — helping pets stay healthy, stay home, and stay with the people who love them. The policies below help us direct our limited resources to the clients and pets our mission is designed to serve.
Nondiscrimination
H.E.A.R.T., Inc. welcomes all members of the community and does not deny services on the basis of race, color, national origin, religion, sex, disability, or any other characteristic protected by law. The eligibility standards below are based solely on financial need and charitable-purpose fit.
Income & Affordability
Our general veterinary services are intended for pet owners who could not otherwise afford care. If you are able to afford services at another veterinary provider, we ask that you seek care there so we can reserve our limited appointments for those most in need. We rely on client self-attestation of need and do not require documentation.
Spay/neuter services — and any services provided in direct conjunction with that procedure — are available to everyone, regardless of income, because they directly serve our core mission of reducing shelter intake.
Commercial Breeding
Our general veterinary services (vaccines, wellness exams, and routine care) are not available for animals that are part of a commercial or intentional breeding operation — that is, breeding undertaken to produce animals for sale or income. Subsidizing a commercial, income-generating activity falls outside our charitable mission.
Spay/neuter services remain available to these owners, along with any services provided in direct conjunction with that procedure, consistent with our mission.
If we learn that a client is using our general services for animals in a commercial breeding operation, we will provide written notice and will complete any course of care already underway — or help arrange its transfer to another provider — before discontinuing further general services. We will not cancel care that is already in progress.
Spay/Neuter and Ongoing General Care
H.E.A.R.T., Inc's core mission is to reduce shelter intake and pet overpopulation. Our general veterinary services (vaccines, wellness exams, and routine care) are therefore intended to support pets who are, or will be, spayed or neutered.
If a client declines to have a healthy pet spayed or neutered, H.E.A.R.T., Inc. may decline to provide ongoing general services for that pet. This applies only where all of the following are true: (1) the pet has no documented medical condition that makes spay/neuter inadvisable; (2) the client is not already obtaining spay/neuter for the pet through another provider or high-volume clinic; and (3) the client has been given the opportunity to have the procedure performed by H.E.A.R.T., Inc. or elsewhere.
Spay/neuter services — and any services provided in direct conjunction with that procedure — remain available regardless. A medical exemption, supported by a veterinarian, will be honored. As with our other policies, where H.E.A.R.T., Inc. discontinues ongoing general services it will give reasonable notice and will complete or help transfer any course of care already underway.
Right to Refuse Service
Consistent with the Nondiscrimination statement above and subject to applicable law, H.E.A.R.T., Inc. reserves the right to decline or discontinue non-emergency services where:
• a client has misrepresented their eligibility or circumstances;
• a client's needs fall outside the scope of our mission or services;
• a client behaves toward our staff, volunteers, or other clients in a manner that is abusive, threatening, or disrespectful; or
• continuing to serve a client would compromise our ability to serve other pet owners in need, given our limited capacity.
Where we discontinue non-emergency services, we will give reasonable notice and will not leave a patient in the middle of a needed course of treatment.
We appreciate the community’s understanding as we work to use our resources responsibly and equitably.

This is the charge on a normal business day. Please note except during vaccination clinics an exam is required for any vaccinations to be administered.

This is for same day emergent during regular business hours.
We cannot always accommodate requests for emergency surgery after hours. If we can provide these services we must have a large charge to cover costs of orchestrating this. Despite this emergency fee, our costs are typically significantly below for profit clinics. If the pet is not already spayed/neutered this will be performed at the owners expense. If surgery is determined not appropriate the client is still responsible for the emergency fee.
Please note except at high volume vaccination clinics an exam is required with any vaccinations.
Required in Maryland for all Dogs, Cats and Ferrets (pet must be 12 weeks of age or older to receive this vaccination). H.E.A.R.T., Inc. will not provide services for your pet if s/he is rabies eligible and unvaccinated or if the administration of rabies vaccination is declined.
H.E.A.R.T. Inc. does not carry the non-adjuvanted rabies vaccines.

Topical flea/tick will be applied automatically for any pet with fleas and the owner will be charged for the preventative
This is the cost of the exam however other potential costs for diagnostics and/or medications may apply depending on the animals previous veterinary care. Other common diagnostics, Heartworm test confirmation and microfilaria, young wellness or senior wellness dependent upon age of pet, 30 days of Doxycycline, 6 months of heartworm prevention and x-rays (optional) with 3 views of the chest as recommended by the American Heartworm Society.

Typically cytology of any removed mass is recommended. The cost of the cytology may vary, please request information on the specific test recommended. Please note a separate anesthesia fee may be charged.
The degree of wound repair cannot be determined until we see the pet. If anesthesia is needed a separate anesthesia charge may be added.
